GENERAL INFORMATION GUIDE

This General Information Guide shall help assist staff of BRE OS to answer common questions related to training at ATCA, as well as to familiarize the students with the training environment in Phoenix.  The General Information Guide will be amended, as required, by ATCA.

 

 

·        ARRIVAL

 

Arriving classes will be met at Phoenix Sky Harbor Airport.  Students will be taken by bus or van from Sky Harbor to ATCA’s training facility in Goodyear.  The transfer will be arranged by ATCA.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Individual students arriving ahead of schedule or at a later time or date cannot be met at the airport.  The following modes of transportation to Goodyear are suggested:

 

1.         Super Shuttle:

        Rates are presently approximately $31.00 one way.  It is the most reasonable way to take the shuttle, but it will take more time due to multi-routing and frequent stops.  Drivers require the zip code of destination  (Goodyear zip code is 85338). Upon arrival receipts should be submitted to ATCA for reimbursement consideration.

 

 

2.         Taxi or limousine:

        Rates are presently approximately $55.00 one way (about 30 minutes from PHX – GYR). Upon arrival receipts should be submitted to ATCA for reimbursement consideration.

 

3.         Use of Sky Cap (Porter Service):

        The charges for using Sky Cap to transport baggage from the baggage claim area to the bus, taxi or supper shuttle are $2.00 per piece. The student using this service is responsible for payment of these charges.

 

 

Upon arrival at the campus of ATCA, the students are asked to pick-up their room keys at the front desk in Bldg. 104, the Administration and Flight Operations Building, unless other arrangements have been made (see attached map of ATCA’s Training Facility).

 

 

 

 

 

 

 

 

 

 

 

 

 

 

NOTE:  In case students get rerouted on different flights and will not arrive as scheduled, it is important to notify the school.

·        CAFETERIA

 

An on-site Cafeteria is managed by Morrison Dining.  It is available to all students, guests, and staff. The opening hours are

Meals can be purchased only by using a debitek meal card. Meal cards can be found in the “Welcome Folders” placed in the dorm rooms prior to arrival. If cards are lost, ATCA has to charge a replacement fee of $3.00.


 

·        CARS

 

Buying: Most students buy cars from classes finishing their training. Alternatives are dealerships in the area or classified section of the West Valley View newspaper which comes out every Wednesday and can be found at the Circle K convenience store or Fry’s Food & Drug Store. There are always students getting ready to go home who are also trying to sell their vehicles.

 

Registration Process: When buying a vehicle, the paperwork involved can become quite confusing.  It is very important to get a “clean” title (no lien holders) from the seller(s).  The seller(s) must have their signature notarized on the back of the title. You will fill out the section on the back of the title under ”Buyer Information”.  Once the title is filled out correctly, take it to the Motor Vehicle Department to get a new title in your name. We have a public notary on site, working in the personnel department.

 

Car Insurance:  It is an Arizona law for all vehicles to have car insurance.  If you need help finding an insurance agency, we have two agencies that most students use and that we can recommend.  Please see the Receptionist for phone numbers or a business card.

 

Selling:    As the seller of a vehicle, it is very important to have all owners of the vehicle have their signatures notarized on the back of the title.  The buyer then gets the title.  Most students try to sell their vehicles to a new class arriving, or sometimes employees are looking for vehicles.  There is a bulletin board to post advertisements in the student mail room.

 

Repairs: The local Goodyear Auto Service Center is offering a 10% repair discount on parts and labor for our students. Just show your student I.D. To make an appointment, please call 623-932-1100.

 

 

 

·        CLIMATE

 

From the desert floor to the highest pine-covered mountain peak, Arizona’s renowned sunshine ensure that nearly every day is a perfect one for outdoors activities or simply relaxing by a sparkling swimming pool.

 

While the summer months are very hot, it can get quite chilly in winter, especially in the mountain regions. To give you an idea what to expect and to pack, consult Arizona’s temperature chart. Also, hats, sunglasses and sunscreen are recommended year-round.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

·        CHECKS

 

Personal/Euro Checks from out-of-state are not recognized in this area of the United States and cannot be used for payments. 

Specific banks in the area will provide banking services, which include checking accounts and debit cards.

 

 

 

·        CREDIT CARDS

 

ATCA encourages all students to have a common credit card available while staying in the United States.  Cards are often required for mail orders, phone services, and many other purchases when cash cannot be accepted.

 

Deutsche Bank EC-Cards are accepted for cash withdrawal at the Bank of America in Glendale.

 

 

 

·        CREW ASSIGNMENTS

 

ATCA Flight Operations assigns Student Pilots to Instructor Pilots (Crew).  The number of Student Pilots assigned to an Instructor Pilot (IP/SP ratio) usually is 1:2, 1:3, or in exceptional circumstances 1:4.

 

Students should turn in a list to Dispatch (PHX ZW 12) and Administration not later than 2 weeks before arrival at PHX, indicating, which student pilots would like to be assigned as a team. The class-speaker will be assigned to the instructor pilot who is in charge of the class (Class Coordinator).

 

 

 

·        CREW CHANGES

 

The syllabus provides for various controlled crew changes; for example, when completing a certain training phase, taking progress checks, and when the phase of the training requires specific IP qualifications.  Other than that, it is the intention to maintain crew assignments.  However, crew changes may be required due to:

 

-                              IP Vacation

-                              IP Sickness

-                              IP Family Medical Leave Act

-                              IP Leave of Absence

-                              IP Jury Duty

-                              IP Duty Travel

-                              Union Contract

 

 

·        CUSTOMER RELATIONS

 

ATCA has scheduled regular meetings with Class Speakers and ATCA’s President.  If the President is not available, meetings will be held by the Vice President or by the Flight Operations Manager.  Meeting time and location will be available at flight dispatch counter.

 

ATCA maintains an “Open Door Policy”.  However:

 

 

1.               Flight training related problems should be addressed through the      following chain of command:

 

           Instructor Pilot

           Class Coordinator

           Chief Pilot

           Flight Operations Manager

           President/Chief Executive Officer (CEO)

 

           Additionally, the Deputy Head of Training of LFT (PHX OS 1/F) acts in Phoenix on behalf of the Head of Training of LFT (BRE OS1) in all training matters.

 

 

2.               Housing/Administrative related problems should be addressed as      follows:

 

           Administration Manager

           Vice President/Chief Financial Officer (CFO)

           President/Chief Executive Officer (CEO)

 

 

 

·        DEPARTURE

 

Since ATCA cannot provide individual course completion dates, students can not plan their departure from ATCA without having consulted the Scheduling Supervisor, the Chief Pilot, or the Deputy Head of Training.

 

In general, the departure date is the day after the final flight and completion of all check-out procedures. Several scenarios could apply:

 

(1)               Students depart as booked (by Bremen).

 

(2)               Students complete training after scheduled end of training: ATCA will rebook students.

 

Since the Phoenix-Frankfurt flight has been discontinued, ATCA will make arrangements to send students back to Germany via the most effective route to the closest Lufthansa Gateway city. Tickets will be issued by ATCA (Lufthansa and United Duty Travel Tickets).

 

On the rare occasion that a student is off-loaded from the flight, the student should contact local Lufthansa personnel for help in reserving a hotel room for the night. All receipts should be submitted to LFT in Bremen for reimbursement consideration.

 

(3)               Students complete training ahead of schedule and depart earlier: ATCA will try to rebook students on earlier flights. In case of unavailability of flight, it is the students’ choice to try to fly on a stand-by basis. Should students either be off-loaded or not be accepted on a standby basis, ATCA will not be responsible for additional costs incurred by the student.

 

 

Dress code:       Students will be booked in Economy Class and listed in Business Class on a space available basis. Traveling in Business requires strict adherence to the following dress code:

 

·                    Generally casual business attire

·                    Tie is required for males

·                    No jeans, no shorts

·                    No athletic shoes or sandals

 

Reminder:           Lufthansa luggage limitations: 2 check-in bags: 70 lbs (31 kg) each, 1 extra bag maximum 22 lbs (10 kg), and 1 carry-on bag: 18 lbs (8 kg) and not exceeding the following measurements: length 21 inches (53 cm), width 17 inches (43 cm), height 7 inches (18 cm).

 

                             Reduced rates for cargo shipments are offered to student pilots. A signed authorization form is required. Shipping and receiving is the responsibility of the individual student.  With the closing of the PHX station, students must drop-off their cargo in person at LH-Cargo in Los Angeles.

 

 

 

·        DISMISSAL

 

A student pilot may be dismissed from flight training for reasons of:

 

(a)             Performance

(b)             Discipline

 

 


 

·        DORMITORIES

 

Students will be assigned single occupancy rooms in our on-site dormitories.  (Dormitories 107, 108)  Rooms are fully furnished; linen and towels will be provided.

 

   

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Space permitting, ATCA will rent dormitory rooms to family members and friends of students at a price of $40.00 per night in a student room and $50.00 in a guestroom with individual bathroom.

 

Students will be responsible for their guests and will have to insure that they adhere to ATCA’s house rules and regulations.

 

 

·        DRIVING LICENSES

 

It is not required to get an Arizona diver’s license, however, it is recommended, especially for identification purposes off the facility and if you plan on purchasing a vehicle while here. The license will be valid until the end date printed on your I-20, i.e. in case your flight training is delayed for some unforeseen reason your license will not be valid and can not be extended. The cost of the license is $10, cash only.

 

Within the first few days of your arrival Administration personnel will arrange for transportation to and from the diver’s license facility.

 

 

 

·        FLIGHT LESSONS

 

The training program consists of specific numbers of lessons with a specific number of hours.

 

It is the intention to keep total flight time within that time frame.  However, other circumstances (e.g. weather, air traffic) may cause an extension or a short cut of a lesson.  Also, aircraft system malfunctions while airborne may lead to a return to Goodyear or to another appropriate destination. These extensions or interruptions of training lessons are beyond control of ATCA.  

 

 

 

·        FLIGHT LOG BOOK

 

Student Pilots are required to keep their personal flight log book up to date.  Entries made must correspond with those of ATCA training records. The FAA log book entries differ from JAA log book entries. Ask your instructor for explanation.

 

 

·        HOLIDAYS

 

ATCA is closed on the following holidays:

 

                 New Year’s Day                    (01 January)

                 Labor Day                              (first Monday in September)

                 Veteran’s Day                       (12 November)

                 Thanksgiving Day                 (last Thursday in November)

                 Christmas Day                      (25 December)

                

If a holiday falls on a weekend day, it will be observed as follows:

 

Holiday on Saturday, ATCA will be closed the preceding Friday.

Holiday on Sunday, ATCA will be closed the following Monday.

 

 

 

·        IDENTIFICATION CARD

 

Various situations such as buying alcoholic beverages, entering pubs, or discotheques will require personal identification, including photograph (e.g. official passport, US – American Drivers License).  A personal identification is also required during flight training.

 

The wearing of the student I.D. badge is a requirement when on duty or in the office building/flight line.

 

 

 

·        INFO CENTER

 

The CBT (Computer based Training) Center in the FNPT-building provides students with wireless high-speed Internet access and Internet telephony. Twenty-seven computers as well as wireless access for laptop users are at their disposal.  All stations are equipped with an AudioPilot aviation headset adapter permitting the usage of the headsets issued for flight training and all stations can access a network printer. A wireless WLAN is available. Detailed connectivity information can be found in the student welcome folder.

 

Students can sign up for free individual e-mail addresses via several advertisement driven mail services, such as Microsoft Hotmail, USA.NET, or Yahoo. Laptop users can obtain free Internet connectivity through numerous service providers; one popular and tested source is NetZero. Detailed information is available at www.netzero.com

 

 

 

·        MAILBOX

 

Mail is delivered Monday through Friday.

ATCA has open mailboxes available for students (by class).

ATCA is not responsible for lost/stolen mail, messages, or other material.

 

 

 

·        MEDICAL CERTIFICATE

 

A valid Class I German Medical is required throughout the entire training period. In case that medical expires while in the United States, the LBA accepts a Class I US Medical for up to six months.

 

In addition, a valid FAA Medical Certificate is required when flying ATCA-aircraft.  Minimum requirement is a FAA Medical Certification Class III (FAA Form 8500-9).  Local FAA Flight Physicians are available to issue medical certificates to students at the students’ expense.  PHX ZW 41 will assist upon request.

·        OFFICE HOURS

 

Office hours are 0830 – 1630, Monday – Friday, except for holidays.

Operational Hours are related to the actual schedule of Flight Operations and begin 1 hour prior to first scheduled departure (ETD) until 1 hour after final landing (ATA).

·        QUALITY CONTROL FLIGHT TRAINING

 

In addition to various enrollment requirements, ATCA students are subject to the ATCA Failure Policy.  This policy, as published in the LFT Training Manual, outlines progressive steps to be followed when insufficient student performance has been demonstrated. 

 

 

 

·        RECREATIONAL FACILITIES

·        RENT-A-CAR

 

ATCA does not operate a carpool or rental car service.  Local rental car agencies are available close to Goodyear.  Following are the addresses:

·        ROOM KEY

 

Room keys (envelope with name) for arriving students will be available at the front desk (Office Building No. 104/Main Entrance).  After office hours/operational hours, the night guard on duty at the front desk will issue keys.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The night guard may not be available immediately, since building inspections are part of the duties.  The student then is asked to wait for the return of the night guard.  (between 10 and 15 minutes)

 

 

 

·        SCHEDULE

 

ATCA Flight Operations generally plans one lesson per flying day per student. As lesson time increases from 1:40 to 2:10, one of three students will have a standby day, unless he/she can be scheduled fro a solo flight, but no two solo flights may be schedules consecutively. Times must be followed by students and staff without exceptions. Schedule changes will be kept to a minimum and are not to be negotiated.

·        SIGHTSEEING

 

Discount coupons and brochures for various attractions in Arizona and southern California are available at the Administration office.

 

 

 

·        SKI HARBOR AIRPORT PHOENIX

 

It is not permitted to use the Lufthansa Student ID Card to pass through the security check-points at Phoenix Sky Harbor International Airport for the purpose of meeting family members or friends at the gate or escorting them to the gate.

 

Using the Lufthansa Student ID Card to pass thru the security check points constitutes a violation of the Airport Security Act and is punishable by fines up to a couple of thousands of dollars. Only airline employees on duty and in possession of a security clearance are allowed to pass through security checkpoints.

 


 

·        STUDENT PILOT CERTIFICATE

 

A Student Pilot Certificate is required for SOLO-flying of ATCA aircraft unless the student already holds at least an FAA private pilot certificate. FAA Medical Certificate (FAA Form 8420-2, yellow copy) will serve as Student Pilot Certificate.  If students arrive at ATCA with 3rd class medicals but without Student Pilot Certificate, the local Flight Safety District Office will issue the Student Pilot Certificate.

 

 

 

 

·        TELEPHONE SERVICE

 

ATCA has installed a number of public telephones in the dormitories as well as in the office building (mailbox area) for private use by students.  Local calls are free of charge.  Long distance calls require phone cards or prepaid calling cards.  Office phones and fax machines are not available for private use.  However, ATCA will forward received messages/faxes to the addressee. 

 

There is one fax machine available for private use with a prepaid calling card or phone card.

 

 

 

·        TICKET OFFICE

 

ATCA operates a small ticket office. 

 

The capabilities are limited; however, the following services are available:

 

-      issuing of reduced fare tickets according to existing interline

        agreements (family-plus discount tickets have to be purchased in Bremen)

-      assistance with return flight arrangements

-      checking flight availability (if not available via the Lufthansa Intranet/ TravelEx)

 

 

 

·        TRAINING CONTRACT

 

ATCA personnel are not authorized to make decisions deviating from the training contract between LFT and the Student Pilot.  Contractual and financial matters are handled by the CEO and/or CFO only.

 

 

 

·        TRAINING DAYS

 

Training Days are days when students are available for ground, simulator, and/or flight training.  Normal Training Days are from Monday through Sunday, except for holidays. Students and their instructors are scheduled four days for flying followed by two days off.

 

 

 

·        TRAINING PROGRAM

 

ATCA plans flight training according to the training syllabus with a specific graduation date.  However, individual crews will complete the training program on different days.

 

 

 

·        TRAINING TOOLS

 

In order to provide first class training to our students, it is essential that students have the necessary training tools required for the specific training program.  Even if such tools are distributed in BRE such as OM-B and FOM, it is the responsibility of the student to have them available in PHX.  In case lost or forgotten material has to be replaced, ATCA would have to charge these costs to the student.

 

 

 

·        UNIFORMS

 

Pants and Polo-shirts will be issued upon their arrival in Phoenix and are mandatory to wear for flight training and ground school.

 

 

 

·        VISA

 

A valid M-1 Visa is required for Non-Immigrant Student Pilots enrolled in a training program (vocational school) at ATCA.  In order to obtain the respective visa from a local U.S. Consulate prior to entry to the U.S.A., PHX ZW 41 will issue INS-Form I-20.  Personal data of the students has to be provided in a timely manner.

 

Note: It is required to present the I-20 form to the immigration officer upon entering the United States. Anyone entering without the I-20 form will have to visit the U.S. Immigration Office in Phoenix and have a new form validated (this will usually take anywhere from 4 to 6 hours).

 

 

 

·        VISITORS

 

Visitors of students are always welcome at ATCA but must be accompanied at all times by the student or ATCA personnel.  At no time is the visitor allowed on the flight line unaccompanied.

Visitor passes are available at the front desk and must be worn visibly.  At the recreational and dining facilities, passes are not necessary.

 

In accordance with the training permit issues by the LBA, students are allowed to have only one visitor accompanying them on a training flight once during the course of their training at ATCA.
